I suggest you to follow the below mentioned methods.
Aug 11, 2008 This download installs Visual Studio 2008 Service Pack 1 (SP1) and the.NET Framework 3.5 SP1. SP1 addresses issues that were found through a combination of customer and partner feedback, as well as internal testing. This SP1 version includes fixes and is a full install of the remote debugger. The RTM version must be removed prior to installation. A full installation of Visual Studio 2008 with remote debugging support must be used to connect to these components.
Method 1: Perform clean boot to check if you can install the update.

Note: After performing clean boot, perform Step 7: Reset the computer to start as usual from the above article.
If the issue still persist follow the methods.
Method 2: Reset windows update components.

Method 3: Download the below update and install it manually.
First install Visual Studio 2008 Shell (integrated mode) with Service Pack 1 Redistributable Package from the link:http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=16480
Microsoft Visual Studio 2008 Sp1 Redistributable X64
Then installMicrosoft Visual Studio 2008 Service Pack 1 XML Editor Security Update from the below link:
